The City Council finds that the amount of existing neighborhood and community park areas exceeds three acres per 1,000 persons residing in the city, and that the public interest, convenience, health, welfare, and safety require that five acres of property for each 1,000 persons residing in Menifee be devoted to neighborhood and community park recreational purposes.
