The city will use reasonable efforts to notify the applicant and the property owner, if different, prior to any abatement or enforcement action. The city may enforce this ordinance in any legally available manner, including but not limited to abatement by the city with costs charged to the property owner. Violation of any of the provisions of this chapter shall be considered a public nuisance, subject to abatement and the recovery of the city's costs in performing such an abatement.
