(A) Except as otherwise expressly required by a provision of this chapter, any notice required by this chapter may be served by first-class mail to each affected residential unit, or by posting a copy of the order or notice in a conspicuous place on the property and in a prominent place on each affected residential unit. The date of service shall be the date it is personally delivered or placed in a U.S. Postal Service receptacle.
(B) Except as otherwise expressly required by a provision of this chapter, any notice issued to an owner of real property shall be sent to the mailing address on the last equalized assessment roll of the Riverside County Assessor's Office.
(C) In addition to being served upon a responsible person in accordance with subsection (A) of this section, any notice of abatement that includes an order to vacate shall also be posted at or upon the main exit of the building or structure being ordered vacated or at another prominent location if the entire property is being ordered vacated.
(D) Failure of any responsible persons or other parties served to receive a notice by mail shall not invalidate any action or proceeding pursuant to this chapter.
