If after written warning, the owner or keeper continues to allow excessive manure or feces to accumulate upon real property located within the City of Menifee, the animal control officer/code enforcement officer shall issue a notice of noncompliance which is subject to a fine set by the City Council via resolution which may be updated from time to time until such time the excessive manure or feces is remedied and removed from the real property in a manner in accordance with the law.
