The City Council finds that, in light of the deleterious health effects, the proliferation of secondhand marijuana smoke on city property is a public nuisance. The purpose of this chapter is to promote and protect the public health, safety, and general welfare by prohibiting marijuana smoking (and consumption) in city facilities, and on city owned or leased property. This chapter is further intended to ensure a cleaner and more hygienic environment for the city, its residents and visitors, and its natural resources.
