§ 13.01.310 VEHICLES PROHIBITED ON SURFACES OTHER THAN ROADS FOR PUBLIC USE.
   (A)   No person shall stop, park, ride or drive any vehicle, horse, motor vehicle, or motorcycle upon any path, trail, bridle path, or in any other area, unless it is posted or marked for parking or designated for use of travel, within a park, playground or recreation area owned or controlled by the city.
   (B)   No person shall drive or otherwise operate a vehicle, as defined in Cal. Vehicle Code § 670, in a park or upon any surface other than those maintained and opened to the public for purpose of vehicular travel, except that vehicles may use such temporary parking areas as may be designated by appropriate signs from time to time authorized by the City Manager. This provision does not apply to the following:
      (1)   Any vehicle being used for authorized city business;
      (2)   Any police or other emergency vehicle performing an authorized mission;
      (3)   Any vehicle which is within a park pursuant to written permission of the City Manager.
