Any manure collection service billing which is unpaid in whole or in part on the date due is declared delinquent after 30 days. A penalty in the amount of 10% of the unpaid balance of such bill, including any charges stated therein, shall be imposed. The City Manager or Director of Finance shall have the authority to waive or remove penalty charges for reasonable causes.
