3-1-20: SANCTIONS FOR LICENSE VIOLATIONS:
   A.   The City Council may either suspend for up to sixty (60) days or revoke a license to sell alcoholic beverages or impose a civil fine not to exceed two thousand dollars ($2,000.00) for each violation on a finding that the license or permit holder has failed to comply with an applicable statute, regulation, or ordinance relating to alcoholic beverages. No suspension or revocation takes effect until the license holder has been afforded the opportunity for a hearing under sections 14.57 to 14.70 of the Administrative Procedures Act.
   B.   If the Commissioner of Public Safety has imposed a civil penalty or a suspension against the same licensee for the same act, imposition of an additional penalty or suspension by the City is not precluded; provided, that the total penalty or suspension does not exceed the maximum specified by State law.
