9-3-5: CONDITIONS OF PERMIT:
   A.   Architecture: No building moving permit shall be issued under the provisions of this chapter providing for the moving of a building, house, or structure to a location within the corporate limits of the city unless and until the code enforcement officer is satisfied that the building, house or structure proposed to be moved conforms to the general character and type of architecture consistent with the immediate neighborhood of the lot or property to which said building, house, or structure is proposed to be moved.
   B.   Licensed Mover Required: No building, house or structure shall be moved within the corporate limits of the city except by a mover duly licensed under the applicable provisions of the Minnesota statutes.
   C.   Surety Bond: Any person applying for a permit to move a building within the corporate limits of the city may be required by the city council to furnish the city with a surety bond in an amount sufficient to guarantee that any damage of any kind to public property, right of way, streets or utilities shall be promptly and completely repaired or replaced in a manner satisfactory to the city at the expense of such applicant.
   D.   Insurance: Each applicant for a permit to move a building over any street or public right of way must satisfy the code enforcement officer that he is provided with sufficient and adequate insurance to protect the city and the public from any and all damages which may result, either directly or indirectly, from the moving of said building.
