2-1-2: COMPOSITION; APPOINTMENT; TERMS OF OFFICE:
The planning commission shall consist of seven (7) residents of the city, appointed by the mayor with the consent of the majority of the members of the city council. The members shall serve terms of three (3) years. The terms shall be staggered so that terms of two (2) members shall expire each year. No member shall be appointed to more than three (3) consecutive full terms. A member appointed to fill an unexpired term on the commission may be appointed to serve three (3) consecutive terms after completing the unexpired term, but in no case shall the individual serve more than eleven (11) consecutive years. The term limits imposed in this section apply to service on the planning commission and shall not be deemed to restrict an individual from being appointed to a different city commission after completing three (3) or fewer consecutive terms on the planning commission. Council may, in its discretion, appoint an individual who has already completed three (3) terms on the commission, but in no case shall the appointment be effective until twelve (12) months after that individual has completed his/her third term.
