The city council may, without notice, and in such manner as it determines to be in the public interest, provide for the disposition immediately of any property coming into the city's possession which the council determines to be dangerous or perishable. A record of all pertinent facts of the receipt and disposal of such property shall be prepared and filed in the office of the city clerk. (1981 Code 912 § 4)
