It shall be unlawful for any person, firm or corporation to cause or permit garbage, tin cans, trash, wastepaper, rubbish, glass, metal, grass clippings, tree clippings, hedge clippings, shrub clippings or lawn rakings to be deposited, thrown, scattered, or left upon any street, alley, highway, parkway, boulevard, gutter, or upon any vacant or unoccupied real estate within the corporate limits of the city or to fail, neglect or refuse to remove the same.
