6-5-1: OPERATION OF BICYCLES:
   A.   Generally: Every person riding a bicycle upon a street, alley or public highway situated in the city shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle under the laws of the state declaring rules of the road applicable to vehicles or by the traffic ordinances of the city applicable to the driver of a vehicle, except as to special regulations in this section and except as to those provisions of laws and ordinances which by their nature can have no application.
   B.   Manner Of Riding: A person propelling a bicycle shall not ride other than astride a permanent and regular seat attached thereto.
   C.   Number Of Riders: No bicycle shall be used to carry more persons at one time than the number for which it is designed and equipped, except: 1) on a baby seat attached to the bicycle; provided, that the baby seat is equipped with a harness to hold the child securely in the seat and that protection is provided against the child's feet hitting the spokes of the wheel; or 2) in a seat attached to the bicycle operator.
   D.   Areas Of Riding:
      1.   Roadways:
         a.   Every person operating a bicycle upon a street, alley, or roadway shall ride as near to the right hand side thereof as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction. If a bicycle is traveling on a shoulder of a roadway, the bicycle shall travel in the same direction as adjacent vehicular traffic.
         b.   Persons riding bicycles upon a street, alley or roadway shall not ride more than two (2) abreast except on paths or parts of streets, alleys, or roadways set aside for the exclusive use of bicycles.
      2.   Bicycle Paths: Whenever a usable path for bicycles has been provided adjacent to a street, alley or roadway, bicycle riders shall use such paths and shall not use such street, alley or roadway. An individual operating a bicycle on a bikeway shall leave a safe distance when overtaking a bicycle or individual proceeding in the same direction on the bikeway, shall maintain clearance until safely past the overtaken bicycle or individual, and shall give audible signal before overtaking and passing such bicycle or individual.
      3.   Sidewalks:
         a.   No person shall ride a bicycle upon a sidewalk within a business district.
         b.   Whenever any person is riding a bicycle upon a sidewalk, such person shall yield the right of way to any pedestrian and shall give audible signal before overtaking and passing such pedestrian.
   E.   Speed Restrictions: No person shall operate a bicycle at a speed greater than is reasonable and prudent under the conditions then existing.
   F.   Entering A Public Way: The operator of a bicycle entering a street, alley, or roadway shall yield the right of way to all vehicles approaching on said street, alley or roadway.
   G.   Clinging To Vehicles: No person riding upon any bicycle shall attach the same or himself to any other vehicle upon a street, alley or roadway.
   H.   Carrying Articles: No person operating a bicycle shall carry any package, bundle or article which prevents the driver from keeping at least one hand upon the handlebars or from properly operating the brakes of the bicycle.
   I.   Parking Regulations: No person shall park a bicycle upon a street other than against the curb, or upon a sidewalk in any manner that might obstruct pedestrian traffic. (1981 Code 1202 § 1; amd. 2003 Code)
