(A) The city recognizes the importance of the general health, safety and welfare of all citizens, including its citizens who rent residential rental structures. The city also recognizes a compelling interest in establishing standards for the maintenance of sanitary and safe residential rental structures and rental units in the city.
(B) This chapter is designed to promote the continued maintenance of quality for safe rental properties and to enhance and maintain property value of all properties, and to reduce the causes of blight and other deleterious factors affecting neighborhoods.
