(a) No application for a regulatory permit under this chapter shall be complete until all interested parties of the applicant have submitted their fingerprints to the Police Department.
(b) A permittee shall not be deemed to have complied with the provisions of § 61-20 until and unless the fingerprints of any new interested parties of the permittee have been submitted to the Police Department.
(c) For purposes of this section, fingerprints submitted to the Police Department must be in a form approved by the Department. Fingerprints made outside the presence of a fingerprint technician employed by the Department shall not be acceptable.
