8-2-7: USE OF PUBLIC SEWERS REQUIRED:
   A.   Discharge Of Human And Animal Wastes: It shall be unlawful for any person to place, deposit, or permit to be deposited upon public or private property within the City, or in any area under the jurisdiction of the City, any human or animal excrement, garbage or other objectionable waste.
   B.   Discharges Into Natural Outlets: It shall be unlawful to discharge into any stream or watercourse any sewage, industrial wastes, or other polluted waters, except where suitable treatment has been provided in accordance with provisions of this chapter.
   C.   Private Systems: Except as herein provided, it shall be unlawful to construct or maintain any privy, privy vault, septic tank, cesspool, seepage pit or other facility intended or used for the disposal of sewage.
   D.   Occupancy Restricted: No building, industrial facility or other structure shall be occupied until the owner of the premises has complied with all rules and regulations of the City. (Ord. 63, 5-6-1975)
   E.   Connection To Sewer System Required:
      1.   The owner of any building occupied by humans situated within the City and abutting on any street in which there is now located or may in the future be located a public sewer of the City is hereby required at his expense to connect said building directly with the proper public sewer in accordance with the provisions of this chapter within ninety (90) days after date of official notice to do so; provided, that said public sewer is within three hundred feet (300') of the nearest point of the property boundary. Once public sewer connection has been established to a property, any additional buildings occupied by humans on the same property by the same owner shall also connect to public sewer regardless of distance to the sewer connection.
      2.   Commercial, industrial and public buildings or institutions shall be required to connect to the City sewer system upon notice as herein provided. For public buildings with limited or seasonal use up to a maximum of three (3) months a year, the requirement for connection to City sewer will be determined by City Council on a case by case basis dependent on traffic, usage of the facility and nitrate levels in the water.
      3.   The further maintenance or use of cesspools or other local means of sewage disposal constitutes a public nuisance. All buildings inhabited or used by human beings which the property boundary is within three hundred feet (300') of the sewerage system of the City or any extension hereafter made thereto, and in which any sewage is produced shall be connected with the sewerage system of the City within ninety (90) days from completion thereof.
