The term "abandoned" or "unidentifiable" vehicle shall mean any vehicle which is parked upon any street of the city for a period of more than twenty four (24) hours within the business district of the city, and the said owner of said vehicle cannot be located or the owner of said vehicle refuses to remove such vehicle from the street upon notice, oral or in writing, given by the county sheriff's department.
