In addition to the provisions governing the platting of lands and recording and vacating plats contained in the most current applicable Wisconsin Statutes, and such other state laws as may apply and any revisions or amendments thereof, all made a part hereof with the same force and effect as if here set out in full verbatim, the following rules of procedures shall apply in the City and the territory over which it has been granted jurisdiction by state law.
