Pursuant to § 15.3.045, it shall be determined whether the proposed use is located within a floodway or floodfringe. Those uses permitted in floodway (§ 15.3.022) and floodfringe (§ 15.3.032) are allowed within the general floodplain district, according to the standards of § 15.3.044, provided that all permits or certificates required under § 15.3.061 have been issued.
