§ 15.1.127  EXEMPTIONS.
   If it is determined that surface water from adjoining property, presently draining across the area to be developed, will be diverted, the ditch, swale or stormwater pipe shall necessarily be a joint lot-line facility and no property which has in the past been draining across vacant lands shall be held exempt from the development of a joint drainage facility.  Any such facility shall be shown on the plans and shall be constructed so as to provide continuous drainage at all times.
