A drainage plan shall be required for construction of all new buildings with an area of 500 square feet or greater. The plan shall show the present and proposed grades at the building line of the lot on which the building is to be constructed and any adjoining property in sufficient detail to indicate surface water drainage before and after the completion of any grading.
