All new principal structures shall be sited so that the main floor elevation is a minimum of 18 inches above the mean street elevation. Attached structures, such as garages in residential districts, may be set to an elevation of a minimum of 12 inches above the mean street elevation. Exceptional circumstances will be considered on a case by case basis, with the Plan Commission reviewing each case and whose decision is final.
