(A) No person shall posses an open container of a fermented malt beverage or alcoholic drink out-of-doors on any public right- of-way or public property in the business district in the City.
(B) The Common Council may, by action, suspend the operation of this section for a period of time and portion of the business district, for a celebration, festival, contest, or other event. The existence of such action shall be an affirmative defense only in a prosecution under this section.
