If it shall appear that the applicant for such license has complied with all the ordinances of the City and that he has not been convicted of importing, printing, publishing, exhibiting, selling, distributing, or giving away any book or pamphlet, printed matter or picture of any kind or thing containing obscene language, prints, pictures, figures, or descriptions, the City Clerk shall approve and issue such license. The license period shall be from April 1 of each year to May 31 of the following year.
