No obstruction, including but not limited to power poles, trees, bushes, fences or posts may be located within 5 feet of a fire hydrant. Grade changes exceeding 1.5 feet are not permitted within 5 feet of a fire hydrant. Grade changes exceeding 1.5 feet are not permitted within 5 feet of a fire hydrant or hydrant lead. Owners shall remove snow, vegetation or other material that has covered or obscured the hydrant(s) on their property.
