(A) Establishment. The grade of all streets, alleys and sidewalks shall be established by resolution of the City Council and the same recorded by the City Coordinator in their office. No street, alley or sidewalk shall be worked on until the grade thereof is established.
(B) Alteration of grade prohibited. No person shall alter the grade of any street, alley or sidewalk or any public ground, or any part thereof, in the City by any means unless authorized or instructed, in writing, to do so by the City Coordinator and/or Street and Water Superintendent. All such alterations shall become part of the record.
