No persons in the City shall transport for processing any recyclables to a processing facility unless that facility has been approved, in writing, by the City or unless the contractor notifies the municipality which facility they are using and the facility has self-certified with the Wisconsin Department of Natural Resources under Dept. of Commerce-Industry, Labor & Human Relations Code § NR 544.16.
