§ 5.2.50 ANTISCAVENGING OR UNLAWFUL REMOVAL OF RECYCLABLES.
   No person shall, unless under contract with or licensed by the municipality, collect or remove any solid waste or recyclable material that has been deposited or placed at the curb or in a container adjacent to a home or nonresidential building for purposes of collection or recycling.
