(A) No one shall pick up or collect MSW within the City limits for a fee, for hire, or for other consideration, without first obtaining an annual license therefor and paying the annual licensing fee, such fee to be determined from time to time by resolution of the Common Council.
(B) No more than 1 license shall be issued to any 1 person, partnership, firm or corporation, as a business, either directly or indirectly. Further conditions of licensing are as follows:
(1) Collectors must agree, in writing, to be bound by and to abide by all applicable state or federal laws and regulations, and all applicable City ordinances or resolutions.
(2) Collectors shall have received and shall maintain all applicable state and federal licenses.
