The town council shall have the power to lay out, establish, open, extend and/or widen any street or alley, and improve, grade, pave, curb and gutter, sewer, drain, establish parks and beautify the same, and to establish grades, construct bridges, sidewalks, crosswalks, driveways from the curb to property lines, culverts, lighting equipment, sewers and drains, plant or cause to be planted, set out, cultivate and maintain lawns, grass and shade trees in the parking spaces therein, and replace or renew any such improvements.
