It shall be unlawful for any person, firm or corporation to sell or offer for sale, or have in his or its possession or custody, any rocket, squib, firecracker, roman candle, fire balloon, or other combustible or explosive, or any article for the making of pyrotechnical displays within the limits of the town, unless sanctioned by and with the approval of the town council.
