All specifications shall seek to promote overall economy and best value and use for the purposes intended and encourage competition in satisfying Meadow's needs, and shall not be unduly restrictive. Where practical and reasonable, and within the scope of this chapter, all Utah and Millard County products and services shall be given preference so long as proper justification is given.
