The notice for bids on a non-exclusive franchise shall be posted on the public bulletin board at the Fiscal Court, and shall be advertised at least once, said publication to be not less than seven days nor more than 21 days prior to the date for acceptance of bids; the acceptance of bids shall be at a regular meeting of the Fiscal Court on 3-3-1987 at 8:30 a.m., at which time the county shall publicly receive the bids and grant a non-exclusive franchise to the highest and best bidder; provided, however, that, the county reserves the right to:
(A) Reject any and all bids;
(B) Award more than one non-exclusive franchise; and
(C) Withhold the granting of any non-exclusive franchise.
