§ 70.41 LICENSE FEE.
   (A)   For the privilege of operating motor vehicles on county roads, an annual fee of $15 per motor vehicle pro-rated monthly is hereby imposed upon all persons, firms, corporations or organizations including non-residents of the county owning and operating or causing to be operated motor vehicles upon the county roads for pleasure, hire or business, including motor vehicles operated upon and over the business, including motor vehicles operated upon and over the streets and public ways of the county in connection with a business conducted or regular profession followed within the county limits, or as a means of conveyance to and from a position, job or employment for which remuneration’s is received in said county. This division (A) shall not be construed to apply to non-residents who operate motor vehicles upon the county roads only occasionally or temporarily, or for shopping only.
   (B)   The county license fee shall become due and payable at the same time a persons’s state motor vehicle registration plates become due, and shall be collected by the County Clerk at the time the plate is issued. The Clerk shall not issue the plate, nor shall any renewal be made of same if the fee is not paid.
   (C)   Non-residents of the county who are required by this subchapter to pay the license fee herein imposed shall, within 30 days of purchasing their motor vehicle plates, pay the required fee to the County Clerk who shall issue to the non-resident the license and sticker hereinafter provided for.
