(A) This chapter shall apply to all waste water facilities located within the county and outside the city limits of any incorporated city.
(B) To the extent that a city ordinance regulating the use of that city’s wastewater facilities is applicable to residents outside of the city limits, then that ordinance shall prevail and be applicable to any wastewater system located outside the incorporated city’s limits.
