No person shall engage in the business of collection or transporting of solid waste within the county without a permit secured from the Director. In the event any one person engages in the collection or transportation of solid waste, or any combination thereof, there shall be required of said person only one permit hereunder. No person shall construct or operate a solid waste site or facility prior to the issuance of a site approval permit by the county’s Fiscal Court, as provided by this chapter.
