§ 32.16 MAYOR AS PRESIDING OFFICER.
   (A)   The Mayor shall preside at meetings of the City Council. Upon the absence of the Mayor, a presiding officer shall be appointed by majority vote of a quorum of the City Council at the meeting in which the Mayor is absent.
   (B)   The City Clerk/Treasurer shall call the roll to ascertain the presence of a quorum of the City Council. The City Clerk/Treasurer shall declare the absence of the Mayor and request nomination(s) for the election of a presiding officer. No more than two nominations are permitted. After nomination(s) have ceased, the City Clerk/Treasurer shall declare that nominations be closed and a vote conducted to determine the presiding officer for the meeting.
   (C)   The Mayor may participate in City Council proceedings, but shall not have a vote, except that he or she may cast the deciding vote in case of a tie.
