RULES OF PROCEDURE
§ 32.15 RULES OF PROCEDURE ADOPTED.
   (A)   The rules of order and procedure attached to Municipal Order 4-1982 shall govern deliberations and meetings of the City Council.
   (B)   These rules may be waived or suspended only by a majority vote of all members of the City Council present.

§ 32.16 MAYOR AS PRESIDING OFFICER.
   (A)   The Mayor shall preside at meetings of the City Council. Upon the absence of the Mayor, a presiding officer shall be appointed by majority vote of a quorum of the City Council at the meeting in which the Mayor is absent.
   (B)   The City Clerk/Treasurer shall call the roll to ascertain the presence of a quorum of the City Council. The City Clerk/Treasurer shall declare the absence of the Mayor and request nomination(s) for the election of a presiding officer. No more than two nominations are permitted. After nomination(s) have ceased, the City Clerk/Treasurer shall declare that nominations be closed and a vote conducted to determine the presiding officer for the meeting.
   (C)   The Mayor may participate in City Council proceedings, but shall not have a vote, except that he or she may cast the deciding vote in case of a tie.

§ 32.17 MEETINGS.
   (A)   (1)   Special meetings of the City Council may be called by the Mayor, or upon written request of a majority of the City Council. In the call, the Mayor or City Council shall designate the purpose, time, and place of the special meeting with sufficient notice for the attendance of City Council members, and for compliance with KRS Chapter 61.
      (2)   At a special meeting, no business may be considered other than that set forth in the designation of purpose.
      (3)   The minutes of every meeting shall be signed by the person responsible for maintaining city records, as provided under § 31.31, and by the officer presiding at the meeting.

   (B)   (1)   It is ordered by the City Council that the regular meeting time for the City Council be at 6:00 p.m. on the third Monday night of each month in the Council Chambers of City Hall, except when the meeting date falls on a holiday.
      (2)   If the meeting date falls on an observed holiday, the regular meeting will take place at 6:00 p.m. the following business day.

§ 32.18 QUORUM.
   Unless otherwise provided by statute, a majority of the City Council shall constitute a quorum, and a vote of a majority of a quorum is sufficient to take action.
