§ 71.46 PERMIT REQUIRED.

No person or persons shall engage in, participate in, aid, form, or start any parade unless a parade permit has been obtained from the Chief of Police or other authorized city official. This subchapter shall not apply to funeral processions or a governmental agency acting within the scope of its functions.
