§ 50.02 WATER SUPERINTENDENT.
   (A)   Primary responsibility. The Water Superintendent is responsible for the supervision of all water plant employees and the operation of the water plant.
      (1)   The Water Superintendent is also responsible for a variety of construction and maintenance equipment and for performing manual activities as needed and/or required by the Public Works Department.
      (2)   Workers in this position may be utilized in other departments as needed. This position requires that the superintendent follow all regulations and laws pertaining to the operation of the water plant and water distribution system. The Water Superintendent shall ensure that forms and records are entered and submitted in a timely and accurate manner, and shall follow and enforce all parts of the city’s personnel policy.
   (B)   Essential job-related responsibilities.
      (1)   Prepares daily and monthly report of operations and related records, and ensures compliance with all state and federal reporting requirements;
      (2)   Works with the Mayor in the development and implementation of Departmental policies, goals, objectives, procedures, and priorities for the water treatment plant;
      (3)   Assesses and monitors work load and internal reporting relationships; identifies opportunities for improvement; and directs and implements changes;
      (4)   Plans, directs, and coordinates the Department’s work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; and meets with appropriate staff to identify and resolve problems;
      (5)   Focuses on water loss and improved efficiency;
      (6)   Assists with the development the Department budget, and reviews and helps determine a forecast of funds needed for equipment, materials, and supplies;
      (7)   Remains responsible for scheduling and supervising plant operators, the building and grounds maintenance at the plant, and maintaining distribution lines; and
      (8)   Will perform any other related duty as required or assigned.
   (C)   Qualifications. The Water Superintendent must have a high school diploma or GED equivalent; be able to read, write, and speak fluent English; have demonstrable proficiency in computer programs utilized by the office; possess and maintain a valid state driver’s license; possess and maintain a Class III water treatment plant operator’s license issued by the commonwealth and a water distribution license; and be able to pass a pre-employment background check and drug screening.
   (D)   Abilities. The Water Superintendent shall have the ability to detect mechanical flaws and make minor repairs to plant and equipment; assist with maintaining preventive maintenance and servicing program; prepare and maintain accurate reports; assist with maintaining inventory of chemicals, spare parts, and tools; establish and maintain effective working relationships with officers, other employees, and the general public; and the physical ability to perform heavy labor for extended periods of time, often under adverse weather conditions.
   (E)   Typical working conditions. The Water Superintendent may be required to work in extreme weather conditions such as: high temperatures; cold temperatures; rain and storm conditions; snow; and ice. The Water Superintendent may be required to lift heavy items or work in confined spaces. The job may also require long periods of standing, bending, walking or climbing. The Water Superintendent may be scheduled or called to work at times other than his or her normal shift.
