(A) Primary responsibilities. The Tax Collector/Bookkeeper performs advanced clerical work involving the preparation and collection of city property tax bills, occupational taxes, licensing fees, net profits, and other applicable taxes, as well as any necessary financial tracking duties deemed necessary.
(B) Essential job-related responsibilities.
(1) Inputs data into accounting software, checks for and resolves variances, and processes payables;
(2) Performs work related to the preparation of property tax notices, assessments, and fees;
(3) Remains responsible for managing the receipt of daily cash and cash reports from various revenue sources including taxes, delinquent taxes, assessments, building permits, license fees, insurance premiums, and the like;
(4) Remains responsible for maintaining records and reports relating to all tax payers (e.g., property, occupational, and the like);
(5) Remains responsible for collection of delinquent customer payments;
(6) Ensures daily deposit of funds and/or makes daily bank deposits;
(7) Balances and reconciles bank statements;
(8) Assists with preparation of timely financial reports for the City Council;
(9) Compiles and analyzes financial information to prepare entries to journals and ledgers;
(10) Has the ability to work extensively with computerized municipal fund accounting system;
(11) Uses desktop computer programs in word processing, spreadsheets, and databases;
(12) Maintains an accounts payable system, determines fund availability, and disburses payment from proper accounts to the correct vendors for all purchases made by the city;
(13) Works closely with accounts receivable managers in the private sector to assure timely and accurate payment of the city’s bills;
(14) Assists with preparing reports for internal use, public use, city legislative body, state, and federal agencies;
(15) Maintains all accounts in balance with proper ledgers, journals, and bank accounts;
(16) Assists with preparing month end closing and annual closing at the end of the fiscal year;
(17) Implements proper accounting procedures and internal controls for proper accounting of public funds; and
(18) Will perform any other related duty as required or assigned.
(C) Qualifications. The Tax Collector/Bookkeeper shall have a high school diploma, or GED equivalent; be able to read, write, and speak fluent English; demonstrable proficiency in computer programs utilized by the office; possess and maintain a valid state driver’s license; be bondable; and be able to pass a pre-employment background check and drug screening.
(D) Special knowledge and skills. The Tax Collector/Bookkeeper shall have considerable knowledge of modern accounting procedures and of the basic principles of municipal finance; modern office practices, procedures, and equipment; computer technology with ability to learn and utilize necessary computer programs, including spreadsheet and word processing application; and state and local statutory/regulatory requirements pertaining to the development and preservation of city council minutes and records. He or she shall have effective communication skills.
(E) Abilities. The Tax Collector/Bookkeeper shall have the ability to establish and maintain effective working relationships with employees, government officials, and the general public; and the ability to maintain important records efficiently and accurately, and to prepare clear, concise reports from this information.
(F) Typical working conditions. Work is typically performed in an office, sitting at a desk or table. The Tax Collector/Bookkeeper may be required to perform intermittent standing or stooping, and must lift objects weighing less than 25 pounds. The Tax Collector/Bookkeeper is required to use normal office equipment, such as computers, postage machines, telephones, fax machines, copy machines, and scanners, and must be bondable. He or she has frequent public and internal contact requiring tact and diplomacy. There is regular use of confidential information, and the mental effort required by this position is considered to be moderate; the job has constant interruptions.
(G) Additional information.
(1) Instructions are somewhat general; many aspects of the work are covered specifically, but the Tax Collector/Bookkeeper also must use his or her own judgment some of the time.
(2) Work varies slightly and the Tax Collector/Bookkeeper may seldom be required to take different, new, or unusual approaches in completing work.
(3) Supervisor spot-checks completed work.
(4) There is a choice of standard procedures.
