§ 35.45 PUBLIC WORKS DIRECTOR.
   (A)   Primary responsibilities. Under general administrative direction, the Public Works Director plans, organizes, directs, coordinates, and evaluates all activities and programs of the Department, which includes streets, parks, and other interests of the public; ensures proper construction, operation, maintenance, repair, and/or cleanliness of systems and sanitation services for the service area; is responsible for functions for the city; and performs related work as required.
   (B)   Essential job-related responsibilities.
      (1)   Plans, organizes, directs, coordinates, and evaluates all activities and programs of the Department;
      (2)   Maintains equipment and maintenance for Public Works Department;
      (3)   Maintains the city’s public recreational facilities;
      (4)   Remains responsible for overall management of the Public Works Department;
      (5)   Establishes and ensures compliance with Departmental safety programs;
      (6)   Analyzes and recommends projects to extend services to developments and industries;
      (7)   Obtains and coordinates federal and state grants and loans;
      (8)   Works with federal and state agencies to ensure compliance with laws and administrative regulations;
      (9)   Confers with city officials, contractors, and others in regard to public works systems;
      (10)   Consults with the Mayor, consultants, and/or subordinates on work problems, plans, blueprints, specifications, and other work operation, construction, installation, and improvement projects;
      (11)   Reviews and analyzes methods, equipment used, and performance to increase effectiveness, improving results or effecting economics in operation and maintenance activities;
      (12)   Establishes and ensures compliance with preventive maintenance programs;
      (13)   Maintains ongoing public relations through courteous and prompt attention to requests for services, complaints, and the like;
      (14)   Ensures preparation and maintenance of records, reports, and the like; ensures that reports are forwarded to required organizations;
      (15)   Assists with development and administration of the annual budget;
      (16)   Ensures proper administration of purchasing system, including the preparation and advertisement of bid specifications as needed;
      (17)   Represents the city at meetings regarding public works;
      (18)   Assists the Superintendent in planning, organizing, directing, coordinating, and evaluating the activities and programs of the Department, including the construction, maintenance, and cleanliness of city streets, roads, bridges, sidewalks, alleys, storm sewers and culverts, manholes, drainage ditches, street signs, barricades, and the like;
      (19)   Remains responsible for cleaning and maintaining vehicles and equipment assigned to the Department, including preventive maintenance;
      (20)   Remains responsible for maintenance and installation of street signs;
      (21)   Maintains adequate inventory of materials, supplies, tools, and spare parts;
      (22)   Prepares and maintains and/or supervises the preparation and maintenance of required reports and records;
      (23)   Ensures that snow removal operations are performed in timely and efficient manner; operates snow plow, salt spreader, and brine sprayer;
      (24)   Accepts complaints and attends to their disposition;
      (25)   Attends continuing education classes; and
      (26)   Will perform any other related duty as required or assigned.
   (C)   Qualifications. The Public Works Director shall have a high school diploma, or GED equivalent; be able to read, write, and speak fluent English; demonstrable proficiency in computer programs utilized by the office; possess and maintain a valid state driver’s license; be able to operate, or learn how to operate, heavy machinery; and be able to pass a pre-employment background check and drug screening.
   (D)   Special knowledge and skills. The Public Works Director shall have thorough knowledge of the equipment, materials, methods, and techniques used in construction, maintenance, and cleanliness of streets and roads, and related infrastructure; the geography of the city; and of work hazards and applicable safety precautions associated with equipment, vehicles, tools, and procedures.
   (E)   Abilities. The Public Works Director shall have ability to ensure compliance with established safety standards; plan, organize, direct, and evaluate the work of others; supervise the work of others through supervisors; communicate effectively, both orally and in writing; prepare job specifications and cost estimates; prepare grant applications; administer funded projects; ensure compliance with preventive maintenance and servicing programs; prepare and/or ensure the preparation of records and reports on a timely basis, and to ensure that reports are forwarded as required; and establish and maintain effective working relationships with officers, employees, and the general public.
   (F)   Typical working conditions. Work is predominantly performed indoors at a desk or table, but includes outside work regardless of weather conditions. The Public Works Director is required to perform intermittent standing, walking, and stooping, and must operate vehicles. He or she may exposed to machinery and its moving parts; exposed to dangerous machinery and sharp tools; required to be in high places and confined spaces; required to use stairs and ladders; and may be exposed to fumes, chemicals, and toxic substances. He or she has frequent public and internal contact requiring tact and diplomacy. There is regular use of confidential information, and the mental effort required by this position is considered to be heavy; the job has frequent interruptions. The Public Works Director must be able to attend meetings during evening hours, and must be able to respond to calls in emergency situations at all hours.
   (G)   Additional information.
      (1)   Instructions are very general; the Public Works Director must use his or her personal judgment most of the time.
      (2)   The Public Works Director must refine existing work methods and develop new techniques, concepts, or programs within established limits or policies.
      (3)   Work is reviewed through either written or oral reports.
      (4)   Assignments involve decisions based on a wide knowledge of many factors where application of advanced or technical concepts are required.
