13-2-1: ADMINISTRATION:
   A.   Enforcement Official: The Building Officer shall be responsible for fulfilling all of the duties listed in section 13-2-2 of this chapter.
   B.   Criteria: To fulfill those duties, the Building Officer first should use the criteria listed in chapter 3, "Base Flood Elevation", of this title, to determine whether the development site is located within a floodplain. Once it has been determined that a site is located within a floodplain, the Building Officer must determine whether the development site is within a flood fringe, a designated floodway, or within a SFHA or floodplain on which no floodway has been identified. If the site is within a flood fringe, the Building Officer shall require that the minimum requirements of chapter 4 of this title be met. If the site is within a floodway, the Building Officer shall require that the minimum requirements of chapter 5 of this title be met. If the site is located within a SFHA or floodplain for which no detailed study has been completed and approved, the Building Officer shall require that the minimum requirements of chapter 6 of this title be met.
   C.   Applicable General Requirements: In addition, the general requirements of chapter 7 of this title shall be met for all developments meeting the requirements of chapter 4, 5 or 6 of this title. The Building Officer shall assure that all subdivision proposals shall meet the requirements of chapter 8 of this title.
   D.   Variances: If a variance is to be granted for a proposal, the Building Officer shall review the requirements of chapter 9 of this title to make sure they are met. In addition, the Building Officer shall complete all notification requirements.
   E.   Violations; Penalty: In order to assure that property owners obtain permits as required in this title, the Building Officer may take any and all actions as outlined in sections 13-1-5 and 13-1-6 of this title.
