5-1-2: DISPOSAL REQUIRED:
It shall be the duty of every owner or their agent or occupant of any building, apartment, store or other business establishments, or any person who shall regularly accumulate refuse, rubbish and garbage within the City, to provide for such disposal of garbage, refuse and rubbish as shall be necessary to keep the place and premises in a clean and sanitary condition as shall be required by the Health Department.
