A. Watertight; Cover: All vehicles used by a scavenger in their business shall be watertight and shall be equipped with airtight covers for such portions as are used for the transportation of garbage, refuse of all kinds or miscellaneous waste materials.
B. Vehicles And Containers Closed: All vehicles, boxes or containers used or leased by a scavenger shall be kept securely closed to prevent the contents from scattering.
