4-11-2: AUTHORITY FOR ISSUANCE; APPLICABILITY:
The Office of the City Administrator or designee shall have the authority to issue licenses for raffles subject to the limitations set forth in this chapter. Nothing in this chapter shall be construed to authorize the conducting or operating of any gambling scheme, enterprise, activity or device other than a raffle provided herein.
