The standards and specifications contained in Standards and Specifications for Soil Erosion and Sedimentation Control and Illinois Procedures and Standards for Urban Soil Erosion and Sedimentation Control, cited in section 10-21-6 of this chapter, are hereby incorporated into this chapter and made a part hereof by reference for the purpose of delineating procedures and methods of operation under site development and erosion and sedimentation control plans approved under this chapter. In the event of conflict between provisions of said manual and of this chapter, this chapter shall govern.
