Except as otherwise provided in this chapter, no person shall commence or perform any clearing, grading, stripping, excavating or filling of land which meets the following provisions without having first obtained a site development permit from the Director of Public Works:
A. Land Disturbing Activity: Any land disturbing activity that will affect an area in excess of five thousand (5,000) square feet; or
B. Activity Affecting Waterways: Any land disturbing activity that will affect an area in excess of five hundred (500) square feet if the activity is within twenty five feet (25') of a lake, pond, stream or wetland; or
C. Excavation, Fill: Excavation or fill, or any combination thereof, that will exceed one hundred (100) cubic yards.
