No sign, as defined herein, shall hereafter be located, erected, moved, reconstructed, extended, enlarged, converted or structurally altered, except in conformance with the provisions of this chapter, and after issuance of a sign permit by the City, except as provided under sections 10-20-5, “Exempt Signs”, and 10-20-6, “Exempt Changes To Signs”, of this chapter.
