Every pawnbroker or secondhand dealer who shall receive or be in possession of any goods, articles or things under circumstances which would lead a reasonable person to conclude they have been lost or stolen, or which have been alleged or supposed to have been lost or stolen, shall immediately notify the Police Department of such receipt and, forthwith on demand, exhibit the same to any member of the Police Department.
