No construction permit shall be issued in connection with any premises zoned Commercial or Office District unless a sidewalk meeting the specifications set forth in the City Subdivision Control and Development Ordinance for commercial and business property is then in existence along the entire frontage of said premises, or, unless, the application for such construction permit shall include, as an integral part thereof, the construction of such sidewalk at the sole expense of the applicant or owner of the premises, in accordance with the terms and specifications of the City Subdivision Control and Development Ordinance. No occupancy in connection with such construction permit shall be allowed until such sidewalk is properly installed and accepted by the City.
